Allow limited direct retail wine shipments

To require a wine shipper authorized by Senate Bill 624 to ship directly to Michigan consumers to comply with requirements for ensuring that the receiver of a shipment must be age 21 or older. Failure to comply would be punishable by up to 93 days in jail and a $500 fine.
