Authorize government rule burden tax credit

To authorize a refundable income tax credit equal to 30 percent of the cost of complying with any state government rule or regulation. To claim the credit a taxpayer would have to attach an affidavit to his or her tax return substantiating the expense. “Refundable” means that to the extent the credit exceeded the person’s tax liability, the state would send him or her a check for the difference.
