To establish a statutory framework for an extensive network of local and regional land use planning and regulatory regimes, which would subsume local zoning laws, and create land use commissions around the state with extensive authority over land use. Among many provisions in the bill, land use commissions would be required to prepare and implement 20 year land use plans that would regulate the use of public and private property; local communities could be bound by a regional plan under certain conditions; $15 million would be appropriated to encourage and assist planning activities; and the state would be required to seek assistance from the Michigan Society of Planning in developing any model plans, ordinances, standards or procedures.
