Increase notice requirements in takings law

To revise the law governing taking of private property by the state for public use, so as to require that the property owner be given written notice at least 30 days in advance before any government personnel may enter the property to determine its suitability for public use. Current law requires only “reasonable notice” and entry “at reasonable hours”.
