To impose new fees on private wastewater treatment facilities, by defining them as “public utilities” under the law that authorizes regulation and fees on steam, heat, electric, power, gas, water, telecommunications, telegraph, communications, pipeline, or gas producing providers regulated by the Public Service Commission, whether private, corporate, or cooperative, except for municipally owned utilities.
