Extend residential electricity price controls

To delay until 2008 the removal of residential service price controls imposed on electric utilities having at least 1 million retail customers under an electricity “deregulation” bill passed in 2000. Under current law, the price controls would be removed in 2006. Also, to revise regulations on schools forming buying groups to acquire electricity at a discount.
