Increase fees for sex offenders on state registry

To impose a new $25 annual fee for a person on the sex offenders registry list, to be used by local law enforcement agencies to pay for the cost of keeping track of individuals on the list. Also, to extend from 25 years to 30 years the time that an individual remains on the registry.
