To require county medical examiners to create “elder death review teams,” and require these to investigate any death of an elderly person in a long term care facility that is determined to be “suspicious” or caused by abuse or neglect. Also, to require physicians, facility managers or others to report the any death of a long term care facility resident. The elder death review team would have to do preliminary investigations on all of these, notify the families of the deceased, and invite them to provide information or evidence.
