To increase the fines and penalties on nursing homes that violate certain regulations, including disclosure to residents of treatment policies, and requiring these policies to meet statutory requirements. Also, to make it a crime for a nursing home operator to fail to ensure that the physicians and other personnel are currently licensed or registered as required by law.
