Facilitate "adopt-a-trail” volunteer litter reporting

To establish a procedure under the "adopt-a-trail program" for volunteers to report the nature and amount of litter collected, and to then use the information in developing and administering a state antilitter marketing program. Unlike the version of the bill introduced in the previous legislature, this one is not linked to a $3 per ton solid waste disposal surcharge on garbage placed in Michigan landfills..
