Extra "points" for cell phone-related traffic citation

To add one additional “point” to a person’s driver’s record for each moving violation citation in which the evidence indicates that the use of a cell phone contributed to the cause of the violation. Also, to prohibit an individual who is issued a temporary permit or a level 1 or 2 graduated licensing status (drivers 17 years old or younger) from operating a motor vehicle while using a handheld cell phone.
