Create Medicaid estate recovery program

To establish the priority in which the estate of an individual who died without sufficient assets to meet all claims must reimburse the state for Medicaid services. This claim would be given the same place on the priority list as certain taxes payable. See Senate Bill 820, which would create a Medicaid estate recovery program. Medicaid is supposed to be limited to those with low incomes and few assets.
