Authorize nursing student grants

To establish a state scholarship program for nursing students at a graduate school of nursing, or a program at a graduate school of teaching that focuses on preparing faculty for nursing programs. The bill authorizes annual scholarships of up to $4,000 for students who agree to certain conditions, such as teaching nursing in Michigan for a certain period after graduation.
