Establish water diversion proposal guidelines

To require a public comment period before the governor could exercise the authority (including veto power) granted by the federal Water Resources Development Act (WRDA) over any proposal to divert or export water from this or another Great Lakes states. The bill would place in statute specific guidelines to be followed when any such water use proposal is under consideration.
