To allow the Department of Transportation to enter into agreements with a city or village to allow state highway right-of-ways to be used by private persons to display and sell goods, produce, fruit, vegetables, or merchandise within that right-of-way. This is a slight expansion of <a href="http://www.michiganvotes.org/2005-SB-234">Public Act 1 of 2005</a>.
