Define township ordinance violation as “blight”

To allow townships to define violations of certain township ordinances as “blight” violations subject to adjudication under the administrative hearings bureau authorized by <a href="http://www.michiganvotes.org/2005-SB-889">Senate Bill 889</a>. Under current law, declaring a property as “blighted” can also trigger condemnation and takings.
