Introduced
by
To create a state-sponsored catastrophic “stop loss” coverage pool to cover school and university employee health care claims that exceed a pre-established dollar threshold. This would be similar to the Michigan Catastrophic Claims Association (MCCA) no-fault auto insurance Personal Injury Protection (PIP) coverage, which pays auto accident injury claims greater than $350,000. The bill resembles a proposal from one of the teachers unions. School district participation would be voluntary, they would pay for the coverage, and would have to provide claims history data. Senate Bills 895, 897 and 898 allow schools to form multi-district insurance pools.

Amendment offered
by
To tie-bar the bill to Senate Bill 731, meaning this bill cannot become law unless that one does also. SB 731 would ban smoking by adults on weekends or after school in outside areas of schools, including stadiums, and would apply this and other school smokings bans to charter schools.
