To establish regulations on the use of information obtained from motor vehicle data event recorders (“black boxes”). The bill would require manufacturers, dealers, rental car companies, and employers to disclose to the buyer or operator that the vehicle has a black box. Also, to prohibit downloading the data without the operator or owner’s permission, except for confidential statistical purposes after an accident, or by a mechanic for diagnosing and repairing the vehicle, or if it is a GPS-type device broadcasting to a vehicle theft prevention service. This is part of a vehicle “black box” regulation package comprised of Senate Bills 902 to 905.
