Revise MEGA tax breaks

To eliminate a requirement that to qualify for certain tax breaks granted to particular firms by by the Michigan Economic Development Corporation agency, a company must undertake business activities that “would not occur in this state without the tax credits.” This applies to certain “MEGA” Single Business Tax (SBT) credits.
