Revise vehicle seizure procedures

To prohibit a garage or towing company hired by the state or by a local government to seize a vehicle under criminal forfeiture or related laws, from seeking to collect storage, towing or related charges from the owner if he or she is found innocent, is not charged with a crime, or is found not liable for a civil infraction.
