To establish in law the right of a health care provider to refuse to participate in certain health care services (including abortions) due to ethical, moral or religious objections, and establish procedures and exceptions related to this (for example, it would not apply where a patient needs emergency treatment). A person claiming this “conscientious objector” status could not be subjected to civil, criminal, or administrative liability for refusing to perform the objectionable procedure.
