Governor appoint state Superintendent of Public Instruction

To place before voters in the next general election a Constitutional amendment to eliminate the authority of the State Board of Education to appoint the state Superintendent of Public Instruction, and instead give that authority to the governor, subject to the advice and consent of the Senate. There would be no fixed term; instead the superintendent would serve at the pleasure of the governo.
