"Taxpayer Bill of Rights" amendment [TABOR]

To place before voters in the next general election a Constitutional amendment prohibiting the legislature from appropriating more total spending in one year than was spent the previous year, plus an adjustment for inflation and population growth. This is similar to the “Taxpayer Bill of Rights” (TABOR) that was adopted by Colorado voters in 1992, except that instead of requiring a refund of excess revenues to taxpayers, the measure would deposit the money in the “rainy day fund”.
