To eliminate a limitation on "retroactive" campaign contributions made to a candidate after an election, but counted toward the giver's contribution limit for that past election cycle. Under current law such contributions are only allowed to the extent that they are used to pay off campaign debt from a past election. The bill would allow a particular giver to contribute the maximum amount for a previous election cycle, and also contribute the maximum amount for the current election cycle.
