Create government efficiency task force

To require the governor to establish a government efficiency task force to survey, examine, and evaluate the programs and spending of each agency to minimize overspending and to seek greater efficiency and economy. This would have 15 members appointed by the governor representing business, government, labor, education, health, and media.
