To exempt trucks delivering heating fuel from seasonal weight restrictions during the time of year when roads are subject to freeze/thaw cycles, and also to narrow an exemption to these seasonal load limits for public utility trucks (and their subcontractors) doing emergency work. Non-emergency work could also be exempted with permission from the county road commission.
