To require the Department of Education to develop a model policy setting clear guidelines for school personnel regarding psychotropic medication for pupils (such as Ritalin). Schools would be required to adopt a policy based on this, and teachers or other school employees or officials would be prohibited from recommending the use of psychotropic drugs for any child. However school medical staff may recommend that a child be evaluated by an appropriate health care provider, who may consult with the school if the child's parent or guardian consents.
