Tax break for residential rental energy improvements

To authorize an income tax credit for landlords equal to 35 percent of the cost of installing certain energy saving improvements in their residential rental property, such as insulation or high efficiency. Landlords would have to get approval from the Department of Treasury before performing the work. One-fifth of the tax credit would be applied to the landlord's tax bill in each of the succeeding five years.
