Codify long term health care regulations

To recodify state laws regulating long term health care providers, and place in statute various rules, regulations and institutions promulgated state departments or created by executive order. The only substantive change the bill makes is placing the latter items into statutory law rather than administrative law, and to create a 30-member government long term care commission.
