To provide the “template” or “place holder” for a House Republican version of a Fiscal Year 2006-2007 Department of Social Services (Welfare) budget. This bill contains no appropriations, but may be amended at a later date to include them. Note: The governor's proposed budget is contained in <a href="http://www.michiganvotes.org/2006-HB-5730">House Bill 5730</a>.

Which referred the bill to a subcommittee. The subcommittee recommended a version that assumes savings from a four-year cap on the time an able-bodied person can collect welfare. This and other changes would make total appropriations in this $4.42 billion budget $74.6 million less than Gov. Granholm proposed. Currently Michigan has no time limit, but cannot use federal money for benefits longer than four years.
