This bill contains no appropriations, but may be amended at a later date to include them. Which referred the bill to a subcommittee. The subcommittee recommended a version that assumes savings from a four-year cap on the time an able-bodied person can collect welfare. This and other changes would make total appropriations in this $4.42 billion budget $74.6 million less than Gov. Granholm proposed. Currently Michigan has no time limit, but cannot use federal money for benefits longer than four years.
