To prohibit the prison from housing "level III" prisoners, which is an intermediate level that less dangerous prisoners (level II) are assigned if they cause trouble in prison. The bill allows the prison to accept level IV prisoners. Level V is the most dangerous prisoners, and is the standard to which the prison was built.
