Establish police lineup rules

To establish standard statewide rules and procedures for police "lineups" in which an eyewitness is asked to pick a perpetrator from among a group, in person or with photos. Examples of the kinds of rules the bill would establish are to require at least four "fillers" in a live lineup and five in a photo lineup, requiring the "fillers" to generally resemble the eyewitness's description of the perpetrator, requiring the investigator conducting the lineup not know which individual is the suspect (if possible), etc.
