Revise government mental health services

To allow the spouse or closest family members to have unqualified access to the psychiatric records of a deceased individual, unless that individual prohibited such access in advanced directive. Currently, a spouse or family member may only access these records for the purpose of applying for benefits, and may not see these records to identify genetic family conditions.
