To establish that an administrative rule promulgated by a state agency may not exceed the rule-making delegation contained in the statute authorizing the rule-making, taking into consideration the regulatory intent of the statute, the nature of the regulated behavior or activity, and the extent to which the activity is uniquely within the regulatory expertise of the agency. Also, to establish that an agency's order in a particular case (as opposed to a "rule" that has gone though the official rule promulgation process) does not have general applicability beyond the particular case.
