To establish that guidelines, bulletins, interpretive statements, or forms with instructions issued by state agencies do not have the force of law in the way that a "rule" that has gone though the official rule promulgation process does, but are considered advisory only. Also, to establish that that an agency's order in a particular case (as opposed to an official rule) does not have general applicability beyond the particular case.
