Limit government rule making powers

To establish that guidelines, bulletins, interpretive statements, or forms with instructions issued by state agencies do not have the force of law in the way that a "rule" that has gone though the official rule promulgation process does, but are considered advisory only. Also, to require that when issuing orders, bulletins, guidelines, interpretive statements, declaratory rulings, and forms with instructions, and in construing, implementing, and enforcing the requirements of the law, an agency must at all times give due consideration to reducing the adverse impact small businesses.
