Limit government rule making powers

To establish that if a state agency takes administrative action against a business or individual, and it is later found that it lacked the legal authority to do so, the business or individual may recover the costs that they were forced to expend as a result of the unauthorized action by the state agency. Also, to impose certain deadlines on agencies in making final determinations after a contested hearing in an administrative action.
