Authorize forced detention of contaminated individuals

To give a peace officer who discovers or suspects that an individual or group may have been exposed to a chemical, biological, radiological, nuclear, or other toxic agent the authority to temporarily detain them for observation, examination, testing, diagnosis, or treatment without a court order, if a delay would place their life or health at risk. The same kind and degree of force allowed for a misdemeanor arrest without a warrant would be authorized, including a pat-down search, but only to the extent necessary to discover and seize a dangerous weapon that may be used against the officer or other persons.
