Create Supreme Court candidate public funding program

To create a government funding program for Supreme Court candidate election campaigns, funded by a $3 state income tax "check-off" option. Money would be distributed to Supreme Court candidates who agree to spending and contribution limits, and who have raised $50,000 in contributions of $500 or less before a certain date. Supreme Court candidates are selected by political parties at their annual conventions, but which party selected them is not shown on the ballot.
