Revise private investigator law and increase penalties

To update the definition of private detectives and investigators in the law that requires their licensure, authorize local law enforcement agency investigations of allegations that an individual is acting as a professional investigator without a license, and authorize $25,000 civil fines and $5,000 criminal fines for undertaking investigations as defined in the bill without a license.
