Regulate charitable trust giving policies

To impose giving standards on charitable trusts that, in the absence of specific instructions in the trust documents to the contrary, could authorize the Attorney General to determine that the trust is violating the grantor's intent, and sue to make it change its practices. Among the standards is a presumption that half the amount of grants from a Michigan-based trust in a three year period should go to Michigan-based beneficiaries. Note: The Attorney General is investigating allegations that the Ford Foundation has violated the founder's intent by giving very little money to Michigan-based charities in recent decades.
