Prohibit use of state airplanes for non-public business

To prohibit a state agency from allowing a state elected official or a state employee to use state owned or state operated aircraft for any use other than official state business. Presumably this would apply even if an official, such as the governor, were willing to reimburse the cost of the use with his or her own money, or with money contributed by third parties.
