To limit the authority of the state board of canvassers to devise the 100-word description of statewide ballot initiatives that appears on the ballot. This authority would be transferred to the director of the elections bureau in the Secretary of State office, although a majority of the board of canvassers could overrule the director. There are two Republicans and two Democrats on the four-member board, so a decision to overrule would have to be bi-partisan.
