Regulate "third party voter registration" organizations

To prohibit an organization that solicits voter registrations from unregistered residents ("third party voter registration") from paying its personnel based on the number of registrations they solicit (rather than a flat hourly wage.) The bill requires these organizations and the individuals supervising the activities of their personnel to register with the county clerk or Secretary of State, establishes regulations on their activities, and establishes penalties of up to five years in prison for fraud in collecting voter registrations.
