To require the supporters of a constitutional amendment initiative to file the proposed initiative with the Secretary of State before gathering signatures. The Secretary of State would distribute it to the state board of canvassers, the Department of Treasury, and the House and Senate Fiscal Agencies. Before signatures could be gathered these entities would have to approve the initiative as to form (the canvassers), prepare a fiscal analysis of the initiative and a 100 word fiscal impact statement (Treasury and fiscal agencies), and a 100 word statement of purpose (canvassers). The last two items would go on the petitions (along with the full text of the amendment), and the statement of purpose would go on the ballot. Petition gatherers would have to wear a badge indicating whether they are paid or volunteers. Paid petitioners could not be paid by the number of signatures they collect. The bill would establish a procedure by which the ballot initiative committee could withdraw the measure after it is filed.
