To prohibit a person from earning money as a carpenter unless he or she is granted a state carpenter’s license. The bill also prohibits paying a friend or relative to help on a home repair project unless the person has a carpenter's license. Note: The bill's language uses the term "registration," not "licensure," but it imposes testing, training and apprenticeship standards that are more commonly associated with a full licensure regime. The bill establishes that the use by a homeowner of unregistered carpenters is considered a "threat to the public health, safety, and welfare," and authorizes the state to issue a stop-work order.
