To establish a state “cosmetics review panel” to determine which ingredients in a cosmetic may be unsafe; require Michigan cosmetic manufacturers to include in their product labels whether the product contains any unsafe ingredients; and require non-Michigan manufacturers of cosmetics sold in this state to submit to the Department of Community Health a list of chemicals contained in any of their products that are identified as causing cancer or reproductive toxicity by a cosmetic ingredient review panel.
