Allow parole board to consider education program completion

To allow parole boards to defer parole decisions by up to three months while a prisoner completes certain education programs. Currently, if a prisoner has not completed such a program before a regularly scheduled parole hearing, he may be denied parole for another year. This bill would provide more flexibility. Note: There are waiting lists for some of these programs.
