To define as a public nuisance any premises, article, conveyance, plant, or other thing that is infected or infested with any plant pest, or where any plant pest is found, including, but not limited to, any abandoned or neglected plant, orchard, or crop. This would give the Department of Agriculture the authority to abate the nuisance, and bill the owner for the cost of doing so.
