Impose new CAFO regulations

To establish a CAFO cleanup and enforcement fund in the state treasury to receive the money from the fines and fees collected from concentrated animal feeding operations (CAFOs). The money would be used to pay for any required environmental cleanups, and to pay for enforcement of state rules and regulations on CAFOs.
